"The Department of Environmental Quality (DEQ) administers programs that involve the cleanup and redevelopment of contaminated properties to achieve a healthier, cleaner, and more productive environment for Michigan's citizens. The primary legislative authority for the state cleanup program is Part 201, Environmental Remediation, and Part 213, Leaking Underground Storage Tanks, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended. The state program has a unique, causation-based liability scheme, land use based cleanup requirements, and a strong emphasis on redevelopment and reuse of contaminated property."
